Committees

The Rehabilitation Act Amendments of 1998, Public Law 105-220, mandate the establishment of a State Rehabilitation Council. The intent of Congress in requiring states to have a consumer-controlled Council is reflected by the requirement that a Council must be in place for the State to receive federal funds under Title I for vocational rehabilitation.

Statutory language sets out the establishment, composition and appointment, authority, duties and activities of the Council.

COMPOSITION

  • At least one representative of the Statewide Independent Living Council which representative may be the chairperson or other designee of the Council;
  • At least one representative of a parent training and information center established under the Individuals with Disabilities Education Act;
  • At least one representative of the client assistance program;
  • At least one representative of community rehabilitation program service providers;
  • Four representatives of business, industry, and labor;
  • Representatives of disability advocacy groups representing a cross section of
    • individuals with physical, cognitive, sensory, and mental disabilities; and
    • parents, family members, guardians, advocates, or authorized representatives of individuals with disabilities who have difficulty in representing themselves or are unable due to their disabilities to represent themselves;
  • Current or former applicants for, or recipients of, vocational rehabilitation services;
  • At least one representative of the state educational agency responsible for the public education of students with disabilities;
  • At least one representative from the state Workforce Investment Board; and
  • Director of the designated State unit who shall service as an ex officio, nonvoting member.

APPOINTMENT

The Governor appoints members of the Council for three-year terms. The Governor selects members after soliciting recommendations from representatives of organizations representing a broad range of individuals with disabilities and organizations interested in individuals with disabilities.

QUALIFICATIONS

A majority of Council members shall be persons who are:

  1. Individuals with disabilities described in the Rehabilitation Act; and
  2. Not employed by the designated State unit.

FUNCTIONS

The Statewide Council for Vocational Rehabilitation (SCVR) reviews, analyzes, and advises the Kentucky Department of Vocational Rehabilitation on:

  • eligibility, including order of selection,
  • extent, scope and effectiveness of services provided by the Department,
  • activities that affect or potentially affect the ability of individuals with disabilities to achieve rehabilitation goals.

The Statewide Council for Vocational Rehabilitation has a partnership role with the Department. The Council, in concert with the Department identifies a pool of persons qualified to be impartial hearing officers. Additionally, the Council is charged with conducting a review and analysis of program effectiveness and consumer satisfaction with the Department as well as other public and private entities that serve individuals with disabilities and use funds made available under the Rehabilitation Act.  A summary of the results of the 2001 Consumer Satisfaction Survey is available.



COMMITTEES

Executive Committee

The Executive Committee shall meet prior to all business meetings of the Council and at other times as deemed necessary. It shall act as an advisor to the Chairperson and approve appointment of standing committees and special committees. It shall have general supervision and conduct the affairs of the Council between meetings of the Council. The Executive Committee shall report at each meeting of the Council on the actions it has taken between meetings.

Nominating Committee

By late February, the Committee is to secure a slate of candidates for Chairperson, Vice Chairperson, Member at Large (Executive Committee as specified in the By-Laws). Gain acceptance by each nominee. Forward slate of candidates for mailing with agenda materials to the Council for the March meeting. Committee also makes recommendations for replacements for Council members whose terms have expired or have resigned. Committee may generate interest in Council membership among advocacy groups and others.

Interagency Committee

Coordinate activities with other councils (Individuals with Disabilities Education Act, Developmental Disabilities, Mental Health, Statewide Independent Living Council, etc.) in order to avoid duplication in efforts and services to individuals with disabilities.

Customer Service & Program Evaluation

Mission: To enhance the department’s effectiveness in assisting people with disabilities to achieve positive employment outcomes.

 

Public Awareness/Legislative/Advocacy Committee

Chair: David Allgood

Memebers: Angela Slaton, Carl Metz, Kat McGee, Jimmy Wise, Marlene Huff, Leah McCain Settles, David Allgood, and Don Bozarth.

Mission/Purpose: Advocate, educate and communicate in advancement of DVR's mission.

Mission: The mission of the Policy & Planning Committee is to review, analyze and recommend on all relevant policies of Vocational Rehabilitation. The committee is to be proactive in devleopment of the strategic plan, the state plan, amendments to the plans, eligibility and other regulations leading to greater consumer/community involvement resulting in greater vocational choice.

COUNCIL MEETING SCHEDULE

The next meeting of the Statewide Council for Vocational Rehabilitation will be held October 13, 2002 at the Marriott in Lexington.

The Council meets regularly on the on the second Monday of March, June and September from approximately 8:30 AM to 3:30 PM EST and once in November or December.
