RE: Fee Schedule for Interpreting Services of the Center for Accessible Living (CAL) This Service Fee Memorandum effective January 1, 2002, establishes the following rates and services provision for the Center for Accessible Living to provide interpreter services for the purpose of facilitating communication between consumers who are deaf/hard of hearing and the hearing community. BY REPORT FEES INTERPRETING SERVICES Weekdays and Weekends Thirty-eight dollars ($38) per hour plus portal Anytime (2 hour minimum) 24 hours, holidays and weekends. If Out of Jefferson County, 30 cents per mile will be added to bill. QUALIFICATIONS
Center for Accessible Living will to the greatest extent possible match the interpreter with the communication system (American Sign Language, Manually Coded English, Pidgin Sign or Oral Communication) which is preferred by the individual(s) who is deaf/hard of hearing. The Center will make every effort to provide certified interpreters for each requested interpreting situation. DVR shall be responsible to provide relevant information (consumer name, interpreting situation, preferred mode of communication) to facilitate assignment of interpreter. TRAVEL Portal fee will be charged same as interpreting service fees. Mileage for assignments outside of Jefferson County will be at the state rate. BY REPORT FEES INTERPRETING SERVICES Monday to Friday Initial fee

OTHER FACTORS AFFECTING FEES If an assignment ends before the originally scheduled time, billing will be submitted for the number of hours originally agreed upon. (Example: If an assignment is booked from 11:00 am to 3:00 pm and the assignment ends at 2:00 pm, the bill will be submitted for the originally scheduled time.) Higher fees may be requested, depending on the circumstances, if the interpreter is required to: 1) Deaf-Blind interpreting 2) Have specific certification 3) Work in high-risk situations (court, police action, etc.) 4) Possess special skills (technical vocabulary, special training, etc.) 5) Perform in highly visible settings (television, conventions, stage, etc.) 6) Work evenings or weekends 7) There is a need for more than one interpreter.

Interpreter Selection Certified interpreters should be utilized. Nature of job assignment should be considered when selecting an interpreter. It is strongly advised that a CSC, CI & CT, NAD Level V, or NAD Level IV interpreter be used in legal and mental health settings. It is further recommended that a RSC or CDI-P interpreter be used in these settings when the deaf consumer does not demonstrate fluency in American Sign Language. Two-Hour Minimum and Mileage A minimum two hours per call may be charged. All mileage if beyond a ten-mile radius of home or office is allowable at prevailing agency rates. No Shows If the consumer is a no show or cancels with less than twenty-four (24) hours notice, the interpreter should be paid for scheduled time. Travel Time The hourly rate will include travel time when the assignment exceeds the two hours. The interpreter should be expected to give an estimate of the travel time (paid at the same hourly rate) and any necessary expenses, such as lodging, etc., that is/are anticipated prior to confirmation of the assignment. Educational Interpreters Contact the DVR Deaf and Hard-of Hearing Services Branch with questions regarding interpreter services in post-secondary educational settings. Exceptions For any interpreter assignment arranged by a referral service agency, the terms of agreement in the contract between the agency and service provider will take precedence over the stipulations in this Service Fee Memorandum. Monday to Friday Forty Dollars ($40) for the first hour of (7:00 a.m.-5:00 p.m.) service plus portal for each interpreter (one hour minimum local) and $20 for each half hour or any part of the half hour thereafter.

TRAVEL
The fee for the first hour of service includes transportation time and expenses to all assignment within a 20-mile radius of Florence, Kentucky. Mileage for assignments over the 20-mile radius will be billed at the state rate. Additional charges involving travel expenses will be billed for out-of-town assignments such as meals, lodging, etc. Please see Service Fee Memorandum MS-97-98-12 dated January 20, 1998, Interpreter Fee Schedule, for additional information.
CANCELLATION
Notification to NKSD or DVR should occur as soon as possible if the interpreting assignment cannot be kept. Any cancellation by DVR that occurs 24 hours or less before the interpreting assignment will be billed at the above rate.

NAD CERTIFICATION
Interpreter Selection It is preferable to utilize an interpreter with certification by the National Registry of Interpreters for the Deaf (RID: CT & CI, CSC, CDI-P, IC & TC) or the National Association of the Deaf - Interpreter Assessment program (NAD/IAP Level V, Level IV, or Level III). If not available, a NAD/IAP Level II and Level I or non-certified interpreter should be utilized. Nature of job assignment should be considered when selecting an interpreter. It is strongly advised that a CSC, CI & CT, NAD Level V, or NAD Level IV interpreter be used in legal and mental health settings. It is further recommended that a RSC or CDI-P interpreter be sued in these settings when the deaf consumer does not demonstrate fluency in American Sign Language. Two-Hour Minimum and Mileage A minimum two hours per call may be charged. All mileage if beyond a ten-mile radius of home or office is allowable at prevailing agency rates. No Shows If the consumer is a no show, the interpreter should be paid for two hours of service. Travel Time The hourly rate will include travel time when the assignment exceeds the two hours. The interpreter should be expected to give an estimate of the travel time (paid at the same hourly rate) and any necessary expenses, such as lodging, etc., that is/are anticipated prior to confirmation of the assignment. Educational Interpreters Contact the DVR Deaf and Hard-of-Hearing Services Branch with questions regarding interpreter services in post-secondary educational settings. Exceptions For any interpreter assignment arranged by the Deaf Community Center (DCC) Louisville, KY, or Deaf Services Center (DSC) in Covington, KY, the terms of agreement in the contract between the agency and service provider will take precedence over the stip7ulations in this Service Fee Memorandum.
