Duties and Responsibilities

The Assistant Commissioner of Rehabilitation Services is a key member of the Georgia Department of Labor senior management team with specific overall responsibility for the Rehabilitation Services Division.

Under general direction, this position provides Leadership to several large programs consistent with the missions of the Department and the Division, including Vocational Rehabilitation, Disability Adjudication Services, Roosevelt Warm Springs Institute for Rehabilitation (a comprehensive 24/7 rehabilitation facility in Warm Springs, Georgia), and two unique programs that serve consumers with visual impairments – the Business Enterprise Program and the Georgia Industries for the Blind.  Directly and/or indirectly supervises a staff of approximately 2,000 to include senior program management staff, first line supervisors, licensed counselors, medical staff, and other professional and administrative support staff.  Ensures that the Division operates within budgetary and other administrative guidelines.  Represents the Department on task forces, committees, hearings, and other proceedings and functions as requested, traveling throughout the state as necessary.

 

Minimum Qualifications:

Academic Credentials:

Completion of an undergraduate degree with a major in any of the social sciences, business or public administration;

--AND--

Professional Experience:

Seven years of full-time experience managing the delivery of social services in either public or private sector environment, including five years managing through subordinate supervisors the provision of rehabilitation services for clients with a variety of disabilities.

 

Preferred Qualifications:

In addition to meeting the minimum qualifications, preference will be given to applicants who meet one or more of the following:

 

·        Significant experience in a leadership role (for example, executive director of a social service, non-profit, or governmental agency);

·        Experience managing the delivery of a range of rehabilitation services in a public-sector environment;

·        Master's Degree in either a Social Services field or Public Administration;

·        Maintains current, valid licensure in a rehabilitation services program area;

·        Significant knowledge and experience in the provision of social services to clients with multiple disabilities;

·        Significant knowledge and experience in public relations, advocacy, and governmental administrative operations, especially budgeting;

·        Experience in long range strategic and budgetary planning.

The Oregon Department of Human Services is seeking a progressive and experienced professional to serve as the Administrator for the Office Of Vocational Rehabilitation Services (OVRS). This position is responsible for planning, designing, developing and directing all vocational rehabilitation programs and functions in the department in partnership with the State Rehabilitation Council, workforce partners, and consumers/advocates and within the federal and state laws, rules and policy.  The OVRS Administrator will focus on providing key leadership in the provision of rehabilitation services and to the internal administrative functions of OVRS through a commitment to the philosophy of consumer empowerment, informed choice and full inclusion envisioned in the Rehabilitation Act.

The Office of Vocational Rehabilitation Services (OVRS) is located within the Children, Adults and Families (CAF) area of the department.  As a member of the CAF Executive Team, this position contributes to the long-range strategic planning and operational management of services to department clients by specifically focusing on the services essential to Oregonians with disabilities.  In addition to supporting the mission of OVRS, this position, as a member of the CAF Executive Team, plays a vital role in advancing the integration of human services between governmental and community organizations. This is an Executive Service position appointed by and reporting directly to the Department of Human Services Assistant Director responsible for Children, Adults and Families.

GENERAL INFORMATION

The Office of Vocational Rehabilitation Services is located within the Department of Human Services. This department was established in 1971 to bring together the state’s principal human services agencies.  The department has more than 9,000 employees, a biennial budget in excess of $9 billion, and administers more than 250 programs.  The mission of the department is “Assisting people to become independent, healthy and safe”. The department is committed to the integration of services because many clients have multiple needs overarching the various department service areas.

 

 The OVRS administers federal and state laws, regulations, and programs related to rehabilitation services. The mission of OVRS is “ To assist Oregonians with disabilities achieve and maintain employment and independence”.  This executive position supports this mission by working with the CAF Assistant Director and executive team and with the State Rehabilitation Council, workforce partners, and consumers/advocates to ensure that the agency workforce receives the direction, leadership, support services and information needed to provide quality services to Oregonians with disabilities in a timely manner.

 

OVRS has a biennial budget of approximately $89 million and employs approximately 250 staff in locations throughout the state.

TO QUALIFY

Candidate must have a minimum of four years of progressively responsible management experience in a public or private organization which included responsibility for each of the following:  a) development of program rules and policies; b) development of long- and short-range goals and plans that advance an organization’s mission; c) program evaluation; and d) budget development and monitoring expenditures of multi-source funded budgets.  Graduate level courses in management may be substituted for one year of the required experience.

DUTIES AND RESPONSIBILITIES

Directs the fiscal, human resources and operations of OVRS in partnership with the State Rehabilitation Council and in conjunction with the Department of Human Resources Assistant Director for Children, Adults and Families, which involves the following:

Promotes the mission of OVRS by providing leadership and policy direction in the administration of Vocational Rehabilitation Services to Oregonians.  Responsible for assessing and evaluating the quality of services provided; exploring solutions to problems and selecting the alternatives; authorizing the redistribution of available resources to meet changing program needs; establishing reporting relationships and administrative controls over program or support operations; coordinating activities with other state and federal agencies in areas of mutual concern in order to ensure compliance with established policies, objectives, program priorities, and applicable laws, rules and regulations.

Directly responsible for public relations and marketing activities locally and nationally through frequent contact with state and federal elected officials, Federal Regional Commissioner, other state directors of Vocational Rehabilitation Services, advocacy groups, the general public, and other significant bodies. 

Recommends policy and overall strategy essential for the implementation of the goals and objectives of OVRS. 

Works in conjunction with the State Rehabilitation Council (SRC) to provide leadership in the area of rehabilitation services.

Ensures that the financial resources of OVRS are expended in a manner that assures maximum client benefit; utilizes resources effectively; avoids unnecessary administrative overhead and allocates payments according to state and federal regulations.

Serves as a member of the CAF Executive Team to provide direction on major programs and policies within OVRS.

WORKING CONDITIONS

Early morning, evening, and/or weekend work may be required. This position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.

Travel may be required with some overnight stays. You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.

The State of Connecticut, Board of Education and Services for the Blind is

recruiting for several full-time Education Consultant positions to work with

preschool or school age students across the state. Duties include providing

consultation and special instruction to children with vision impairments;

performing functional vision assessments; evaluating students for

appropriate learning medium; teaching Braille reading and writing; and

assessing skills related to the unique educational needs of students.

Rehabilitation Instructor for the Blind II

(Rehabilitation/O&M Instructor)

Starting salary:  $2,790/month

The Oregon Commission for the Blind has two regular, full-time job openings for an Orientation & Mobility Specialist, one in the greater Salem area.  The  second position will serve primarily Douglas County.   The person in this position will work 40 hours per week.    

  Specific Duties: 

Provides Rehabilitation training and Orientation and Mobility (O&M) training  and related instruction to adults who are blind and visually impaired; evaluates the O&M skills and related vision-specific needs of identified clients; develops appropriate individualized plans based on assessments; works with the clients to schedule visits and provide itinerant training designed to increase specific skills. Will work with both older blind and vocational rehabilitation clients in their homes and communities. 

 

Requirements: 

MINIMUM QUALIFICATIONS

  a Master's degree in Rehabilitation Teaching for the Blind, Special Education for the Visually-Impaired or Orientation and Mobility; OR

  Responsibilities: 
The Department for the Blind and Vision Impaired is seeking a dynamic individual to provide direction and leadership to agency’s vocational rehabilitation program. The successful applicant will develop, implement, and monitor the agency's State Plan for VR services including related required assurances under the Rehabilitation Act of 1973, as amended, and its implementing federal regulations. The Director will ensure customer and advocacy organization input to VR services though coordination of public meetings throughout the state. Other responsibilities include development and monitoring of the VR program budget and maintaining appropriate measures of budgetary control; managing expenditures of general funds for supported employment long-term cases; establishing and monitoring caseload objectives and ensuring that state and federal goals are met; tracking and monitoring agency performance on RSA performance standards and indicators and providing guidance on RSA policy changes; conducting program evaluation through statistical analysis and case reviews; maintaining policy, procedures and tracking mechanisms to ensure compliance with applicable federal legislative and regulatory requirements; develops, interprets and provides guidance to regional managers and counselors on statewide VR policies and procedures; consults with Rehabilitation Services Administration officials regarding interpretation and appropriate application of federal VR regulations; develops and maintains the agency’s VR regulations as required under the state Administrative Process Act; oversees VR In-service Training Grant activities; coordinates fair hearings; participates on various agency and interagency committees; coordinates work as necessary with other program managers in the agency; participate in the agency's State Rehabilitation Council.

Qualifications: knowledge of federal and state laws relating to human services program; knowledge of state budgeting process, federal formula grants and program evaluation techniques; knowledge of the principles & practices of sound management; skill in oral and written communication and in developing and maintaining monitoring and evaluation procedures; the ability to establish and maintain effective working relationships with all levels of employees, customers and allied professionals. Requires education or training and extensive experience in rehabilitation counseling or closely related field. Administrative experience desired. Masters in Rehabilitation Counseling and CRC preferred.

Braille Coordinator

The Coordinator of the Braille and Large Print Resource and Materials Center must have knowledge of and proficiency in Braille and methods of production of Braille materials. The position involves coordination with volunteer Braille production programs and provides instruction to volunteers producing materials. Position also involves working with prison inmates enrolled in the Department of Correction Braille Transcribing Units. Requirements include six years of general experience working with the visually impaired. Bachelor's degree in rehabilitation, special education or closely related field may be substituted for up to four years general experience. Masters degree in same areas may be substituted for an additional year. One year of the general experience must have involved hands-on production of Braille materials using current technology. Possession of Library of Congress certification in Braille or ability to acquire the certification within six months of appointment required. May be required to travel. 

Salary range:
$49,889-$62,618.

Education Supervisor

The Education Supervisor position requires eight years of professional experience in the education of blind or visually impaired children. A Bachelor's degree may substitute for 4 years of the required experience, and a Master's Degree may substitute for one additional year. Possession of a certificate in the area of teacher for the blind or teacher of the partially sighted issued by the State of Connecticut, Department of Education is strongly preferred, or must obtain Education Certification issued by the Connecticut State Board of Education leading to professional certification within three years of employment. Duties include supervising professional staff assigned to division; performing on site visits to local schools to evaluate prescribed individual educational programs; evaluating teaching effectiveness of instructional staff; facilitating professional staff development through individual conferences; coordinating administration of special projects for educators, paraprofessionals and children with vision impairments. Ability to interpret state policies and procedures is necessary.
