and Responsibilities The
Assistant Commissioner of Rehabilitation Services is a key member of the
Georgia Department of Labor senior management team with specific overall
responsibility for the Rehabilitation Services Division. Under
general direction, this position provides Leadership to several large programs
consistent with the missions of the Department and the Division, including
Vocational Rehabilitation, Disability Adjudication Services, Roosevelt Warm
Springs Institute for Rehabilitation (a comprehensive 24/7 rehabilitation
facility in Warm Springs, Georgia), and two unique programs that serve
consumers with visual impairments – the Business Enterprise Program and the
Georgia Industries for the Blind. Directly
and/or indirectly supervises a staff of approximately 2,000 to include senior
program management staff, first line supervisors, licensed counselors, medical
staff, and other professional and administrative support staff.
Ensures that the Division operates within budgetary and other
administrative guidelines. Represents
the Department on task forces, committees, hearings, and other proceedings and
functions as requested, traveling throughout the state as necessary. Minimum Qualifications: Academic Credentials:Completion of an undergraduate degree with a major in any of the social sciences, business or public administration; --AND-- Professional Experience: Seven years of full-time experience managing the delivery of social services in either public or private sector environment, including five years managing through subordinate supervisors the provision of rehabilitation services for clients with a variety of disabilities. Preferred Qualifications: In addition to meeting the minimum qualifications, preference will be given to applicants who meet one or more of the following: · Significant experience in a leadership role (for example, executive director of a social service, non-profit, or governmental agency); · Experience managing the delivery of a range of rehabilitation services in a public-sector environment; · Master's Degree in either a Social Services field or Public Administration; · Maintains current, valid licensure in a rehabilitation services program area; · Significant knowledge and experience in the provision of social services to clients with multiple disabilities; · Significant knowledge and experience in public relations, advocacy, and governmental administrative operations, especially budgeting; · Experience in long range strategic and budgetary planning. The Oregon Department of Human Services is seeking a progressive and experienced professional to serve as the Administrator for the Office Of Vocational Rehabilitation Services (OVRS). This position is responsible for planning, designing, developing and directing all vocational rehabilitation programs and functions in the department in partnership with the State Rehabilitation Council, workforce partners, and consumers/advocates and within the federal and state laws, rules and policy. The OVRS Administrator will focus on providing key leadership in the provision of rehabilitation services and to the internal administrative functions of OVRS through a commitment to the philosophy of consumer empowerment, informed choice and full inclusion envisioned in the Rehabilitation Act. The Office of Vocational Rehabilitation Services (OVRS)
is located within the Children, Adults and Families (CAF) area of the
department. As a member of the
CAF Executive Team, this position contributes to the long-range strategic
planning and operational management of services to department clients by
specifically focusing on the services essential to Oregonians with
disabilities. In addition to supporting the mission of OVRS, this position,
as a member of the CAF Executive Team,
plays a vital role in advancing the integration of human services between
governmental and community organizations. This is an Executive Service
position appointed by and reporting directly to the Department of Human
Services Assistant Director responsible for Children, Adults and Families. The ideal
candidate will possess a commitment to assisting people with disabilities
achieve and maintain employment and independence, and will possess extensive
knowledge of rehabilitation services, excellent organizational skills,
in-depth knowledge of state administrative systems, a commitment to the

groups of people. GENERAL
INFORMATION
The Office of Vocational Rehabilitation Services is located within the Department of Human Services. This department was established in 1971 to bring together the state’s principal human services agencies. The department has more than 9,000 employees, a biennial budget in excess of $9 billion, and administers more than 250 programs. The mission of the department is “Assisting people to become independent, healthy and safe”. The department is committed to the integration of services because many clients have multiple needs overarching the various department service areas. The OVRS administers federal and state laws, regulations, and programs related to rehabilitation services. The mission of OVRS is “ To assist Oregonians with disabilities achieve and maintain employment and independence”. This executive position supports this mission by working with the CAF Assistant Director and executive team and with the State Rehabilitation Council, workforce partners, and consumers/advocates to ensure that the agency workforce receives the direction, leadership, support services and information needed to provide quality services to Oregonians with disabilities in a timely manner. OVRS has a biennial budget of approximately $89 million and employs approximately 250 staff in locations throughout the state. TO QUALIFY Candidate must have a minimum of four years of progressively responsible management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies; b) development of long- and short-range goals and plans that advance an organization’s mission; c) program evaluation; and d) budget development and monitoring expenditures of multi-source funded budgets. Graduate level courses in management may be substituted for one year of the required experience. DESIRABLE

Ability to perform in a manner that effectively represents OVRS and the department policies and priorities, and to maintain ethical standards and integrity that exemplify the leadership principles of the department DUTIES AND RESPONSIBILITIES Directs the fiscal, human resources and operations of OVRS in partnership with the State Rehabilitation Council and in conjunction with the Department of Human Resources Assistant Director for Children, Adults and Families, which involves the following: Promotes the mission of OVRS by providing leadership and policy direction in the administration of Vocational Rehabilitation Services to Oregonians. Responsible for assessing and evaluating the quality of services provided; exploring solutions to problems and selecting the alternatives; authorizing the redistribution of available resources to meet changing program needs; establishing reporting relationships and administrative controls over program or support operations; coordinating activities with other state and federal agencies in areas of mutual concern in order to ensure compliance with established policies, objectives, program priorities, and applicable laws, rules and regulations. Directly responsible for public relations and marketing activities locally and nationally through frequent contact with state and federal elected officials, Federal Regional Commissioner, other state directors of Vocational Rehabilitation Services, advocacy groups, the general public, and other significant bodies. Recommends policy and overall strategy essential for the implementation of the goals and objectives of OVRS. Works in conjunction with the State Rehabilitation Council (SRC) to provide leadership in the area of rehabilitation services. Ensures that the financial resources of OVRS are expended in a manner that assures maximum client benefit; utilizes resources effectively; avoids unnecessary administrative overhead and allocates payments according to state and federal regulations. Serves as a member of the CAF Executive Team to provide direction on major programs and policies within OVRS. WORKING CONDITIONS Early morning, evening, and/or weekend work may be required. This position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics. person in this position will work 40 hours per week.

The State of Connecticut, Board of Education and Services for the Blind is recruiting for the following positions:Braille Coordinator The Coordinator of the Braille and Large Print Resource and Materials Center must have knowledge of and proficiency in Braille and methods of production of Braille materials. The position involves coordination with volunteer Braille production programs and provides instruction to volunteers producing materials.
