Positive Employment Outcomes

FY 1999

There was a ten percent increase in positive employment outcomes in FY 1999. This coincided with a 13.8% increase in purchased services ($27.0 million in FY 1998 compared to $30.8 million in FY 1999). As can be seen in the table below, every district except District 1 (Paducah) had more positive employment outcomes in FY 1999 than in FY 1998. The largest increase in the number of outcomes was 121 in District 16 (Ashland/Morehead). District 7 (Louisville) had the largest percentage increase, 35.1%.

The weekly gain in income for positive employment outcomes remained stagnant in FY 1999. The next table shows that the average gain in income was $230 in FY 1999 compared to $231 in FY 1998. Consumers in Districts 1, 2, 3, 7, 8, and 16 experienced increases in their average gain in income while Districts 4, 6, 9, 10, 11, 13, and 15 experienced decreases. District 14 essentially remained the same. The largest increases were in District 8 (Louisville), District 16 (Ashland/Morehead), and District 3(Owensboro). The highest gain in income could be found in District 8 ($303) and District 3 ($297). The largest decrease in gain in income was in District 11 (Lexington). Consumers who went to work in District 9 (Danville/Frankfort) and District 2 (Madisonville/Hopkinsville) had the lowest weekly gain in income ($188 and $191 respectively). Their gain in income was over $110 less than that of the consumers in District 8.

The percentage of consumers placed into competitive employment decreased slightly in FY 1999, from 89.9% to 89.1%. This percentage had been increasing slowly for several years. The percentage of individuals whose cases were closed as homemakers and unpaid family members increased by one percentage point.

The types of occupations obtained by consumers in 1999 were very similar to those obtained in 1998 and 1997. The percentage of consumers who went to work in clerical and sales jobs increased by slightly more than one percent.

The percentage of consumers in ‘priority code 2’ who obtained positive employment outcomes decreased by nearly 10 percent (43.8% from 53.0%). The percentage of consumers in ‘priority category 3’ increased by 7.5 percent. The percentage of individuals with the most severe disabilities (‘priority category 1’) increased by 2.4%.

Consumers with the following primary disabilities were represented among the consumers who obtained positive employment outcomes in slightly larger percentages in FY 1999: amputation, arthritis, circulatory diseases, cystic fibrosis, digestive system disorders, endocrine system disorders, epilepsy, genitourinary system disorders, hard-of-hearing, HIV/AIDS, multiple sclerosis, orthopedic disabilities resulting from accidents, illnesses or poisonings, skin and cellular diseases, and traumatic brain injuries.

Consumers with the following primary disabilities were represented in slightly smaller percentages: cerebral palsy, learning disabilities, mental retardation, muscular dystrophy, orthopedic impairments from congenital causes, orthopedic impairments not otherwise listed, psychoneurosis, personality disorders, psychosis, spinal cord injuries, and substance abuse.

Interestingly, virtually all of the so-called cognitive and mental categories experienced decreases in percentages in FY 1999.

Consumers who obtained positive employment outcomes in FY 1999 spent an average of 61 fewer days in the system than those who went to work in FY 1998. Consumers in District 10 (Northern Kentucky) and District 11 were the only ones who spent more time in the system. There was virtually no change in District 9 and District 14. Consumers in District 14, on average, spend the longest time in the system (1,276.7 days). Consumers in District 1 and District 11 spend the shortest time in the system (655.0 days and 627.3 days, repsectively.
