SUBJECT:     Self-Employment Changes in the Counselor’s Manual

 

Self-Employment Enterprises is now a new section, Chapter 25, in the Counselor’s Manual. There have been some changes in this section that I would like to call to your attention.

The first two changes are under "Scope of Services." A time frame of "not to exceed six months" has been added for the provision of initial stock and supplies as well as the provision of start up marketing and accounting costs. This change was based on the Federal Regulations sections 361.49(a) (5) (ii) and (iii).

The next two changes are under the "Guidelines" section. Notice that "Downpayments" has been added to the items we are precluded from providing. Also, any amount over $10,000 (excluding assistive technology) must be approved by designee of Program Services and Field Administrator. The latter change was made to be consistent with the agency sign-off list.

Some language has been added to the section entitled "Self Employment Rehabilitation Process" to help clarify the role of our local teams. You will notice the addition of these bullets:

The Counselor will remain the central point of contact between the consumer and the team for feedback and information exchange.
The specific planning, negotiation, and approval of expenditures is the decision and responsibility of the counselor and management staff as required under agency policy.
